Policy Focus Report
This Spanish-language report summarizes a series of studies on the experience of Latin American jurisdictions in the use of betterment contributions as a public financing strategy, including legal and institutional considerations, methods and procedures for implementation, and figures on revenue collection levels from several cities across the region. A prominent land-based financing approach in Latin America, betterment contributions are payments made by property owners for infrastructure investments — particularly, in public transportation and road paving works — that generate a value increase in their real estate properties. Owners contribute in proportion to the benefit they obtain from these types of public investments, and according to their income level and disbursement capacity.
