Marissa Plouin

An urban policy specialist, Marissa Plouin coordinates the OECD Champion Mayors for Inclusive Growth initiative, a global coalition of mayors who have committed to advance more inclusive economic development. She is also developing a new area of work on the policy implications of digital innovation in cities, working with public and private partners. In more than seven years at the OECD, Marissa has led numerous in-depth policy reports for national, regional and city governments around housing and urban policies, climate change, green growth and metropolitan governance, with projects in Chile, France, Korea, Mexico, the Netherlands and Poland. In 2015, she led the OECD housing report of Mexico, which accompanied Mexico’s reforms of housing finance and was instrumental in setting a path towards a more qualitative approach to housing and urban development. Before joining the OECD Centre for Entrepreneurship, SMEs, Regions and Cities, she contributed to the OECD’s cross-cutting work on Inclusive Growth in the Office of the OECD Secretary-General. Prior to the OECD, she advised local and national governments in France and in the United States on sustainability and urban policy. She completed her graduate work at the University of California, Berkeley, and the Ecole des Hautes Etudes en Sciences Sociales in Paris.
