2017 David C. Lincoln Fellowships in Land Value Taxation

The David C. Lincoln Fellowships in Land Value Taxation were established to encourage academic and professional interest in land value taxation through support for major research projects. This program honors David C. Lincoln, founding chairman of the Lincoln Institute, and his long-standing commitment to land value taxation studies by encouraging scholars and practitioners to undertake new work on the theory of land value taxation and its application to contemporary fiscal systems.

Projects may address either the basic theory of land value taxation or its application, domestic or international. Proposals may deal with land value taxation from the perspective of economic analysis, legal theory and practice, urban planning and practice, political science, administrative feasibility, valuation techniques, or other approaches that contribute to a better understanding of its potential contributions and applications to contemporary fiscal systems. This year, the Institute particularly invites proposals considering (1) land value taxation and economic inequality; (2) land value taxation as an instrument of “value capture,” or the recovery for public purposes of some portion of the land value increment due to public investment; or (3) a comparison of land value taxation with other taxes and revenue tools as a means of addressing social and political issues.

A través de la mejora de la capacidad de gestión tributaria, el objetivo de este curso de desarrollo profesional es aprovechar el potencial del fortalecimiento del impuesto predial en las jurisdicciones latinoamericanas desde una perspectiva que considera el aumento del grado de equidad, eficiencia y efectividad. Todo esto es con el fin de estimular una mayor generación de ingresos propios destinados al desarrollo de las ciudades y contribuir a la salud fiscal de los municipios. Al reunir representantes de distintos países en América Latina, así como expertos en tributación inmobiliaria, mercado de tierras y desarrollo urbano, el curso propicia el intercambio de conocimientos y puntos de vista, la evaluación de experiencias exitosas, y el análisis de prácticas innovadoras.

El curso está dirigido a todos aquellos interesados en evaluar el potencial del impuesto predial para las jurisdicciones en América Latina, incluyendo a gestores tributarios, planificadores urbanos y administradores públicos; alcaldes, legisladores y representantes del poder judicial; directores de catastros y avalúos para fines fiscales; inspectores fiscales, agrimensores y valuadores que trabajan con el área tributaria; y académicos.

This course is especially designed to help journalists understand current Latin American urban issues and their roots in land and urban policies. Mass media and journalism professionals have great potential to inform the public regarding cities and their problems and to influence urban and land policy. The course will cover the fundamentals of land markets (land use and price determination), the nature and limits of property rights in Latin American legislation, and alternative land-based tools for financing urban (re)development. Special attention will be given to new urban planning instruments currently being applied in the region, including value capture, inclusionary zoning, and regularization of informal settlements.
